hen the Utah Transit Authority acquired railroad right-of-way 10 years ago for potential use in development of rail transit, my position was manager of Civil Engineering. Later, I become manager of Facilities Design and Construction, which continues to the present.

My first experience was with Western Railroad Builders as the successful bidder on two grade crossing projects; the first railroad projects of my experience, as well as of UTA's experience. Numerous projects followed on which Western Railroad Builders participated, including 1) removal of inactive turnouts and inactive industry track, 2) construction on short notice of siding for unloading light rail vehicles, 3) construction of additional storage track and special use track for testing of light rail vehicles, and 4) various projects for UTA's rail operations division. The principle point of contact is Mr. Al Spurlin, superintendent.

I would rate the performance of Mr. Spurlin and Western Railroad Builders as excellent. Their performance has been reliable, business-like, competent and attentive to UTA's interest. The experience and ability of Spurlin and Western has been most valuable to me, a novice to the railroad business. All of the work on which Western has participated was completed in compliance with UTA's requirements of cost and cost management, schedule and quality.

r. Al Spurlin of Western Railroad Builders, and the construction crews under his direction, have consistently performed safe and high quality work for the railroad refurbishment and construction projects in which I have been involved.

Al is a hard worker and goes the extra distance to satisfy the customer. He communicates with his clients on a timely basis and takes the extra effort to ensure all of the details are taken care of before the project ends. Al is a credit to your organization and the railroad industry.
